In a complex and dangerous world, it is now widely understood that local populations are a critical part of all military operations. The force that the Army employs to compete and win within the population is Civil Affairs.
Civil Affairs Soldiers apply knowledge of governance, economics, and politics to affect human behavior and work towards strategic goals. Advanced survivability skills allow Civil Affairs forces to operate in small, autonomous teams working among the population, even in hostile or denied territory. Trained in foreign languages, cultural expertise, and negotiation techniques, Civil Affairs Soldiers build networks of formal and informal leaders to accomplish important missions in diplomatically or politically sensitive areas.
Civil Affairs is a unique capability that can achieve the decisive advantage in places where overwhelming firepower isn’t enough for victory. Versatile, innovative, and highly-trained, Civil Affairs Soldiers are the Special Operations community’s warrior-diplomats.
The Civil Affairs team locates civil resources to support military operations, minimize civilian interference and facilitate humanitarian-assistance activities.
